Holston Associated Libraries (HAL)

On July 1, 2023, SCPL joined the HAL consortium to offer patrons access to a broader range of materials. The other members of HAL are Washington County Public Library, Tazewell County Public Library, Emory & Henry College Library, and King University Library. HAL member libraries share physical materials. Each institution retains ownership and control of its collection and sets the circulation policies (length of borrowing period, fines/fees, limits) for its materials. The HAL members work together through an integrated library system (ILS) that hosts a joint online catalog and manages patron accounts and transactions.

SCPL library cards are recognized at all HAL member libraries. Patrons do not need to take any special action to take advantage of HAL membership. Patrons may use the shared online catalog to place holds on items from HAL partner libraries. The HAL courier moves materials among the libraries on a weekly schedule. Patrons may request that materials be delivered via courier or may choose to visit the owning library to pick up an item placed on hold.

Patrons are responsible for any fees incurred by missing a due date or losing an item belonging to a HAL member. SCPL cannot forgive, alter, or erase any bills owed to another HAL library. For the convenience of SCPL patrons, SCPL will collect those funds and forward them to the partner library that assessed the fee.
